The London Borough of Lambeth (LBL) commissioned Project Centre to manage their entire highways improvement programme.
A prior conditional survey showed that a large percentage of the footway and carriageway needed repair. As the funding and timing were limited, we created a plan to prioritise areas of intervention, aiming to resurface the most damaged highway assets on a like-for-like basis.
How did we help?
Earning funding to undertake the highway improvement programme was a challenge from the start. Project Centre supported LBL with the development of business case submissions, cabinet reports and funding applications. We also ensured that the scope of our designs was defined and agreed upon by the client before working on the feasibility and detailed strategy. That helped the Council to plan timely and cost-effective interventions.
Some of the interventions we designed included:
- Replacing or repairing old and damaged road furniture.
- Providing new dropped crossings and tactile units to assist mobility-impaired and vulnerable pedestrians.
- Implementing traffic calming measures and vehicle crossovers.
- Replacing all old asphalt footways with modular paving to enhance the aesthetic and value of the assets. The new warm mix asphalt also helped in the reduction of CO2 levels and construction carbon footprint.
- Installing Sustainable Drainage Systems, which increased the number of greening features as well as the water run-off’s storage volume.
- Reviewing construction documents to clearly capture risks and requirements.
The impact of our highways improvements
Our highways team worked collaboratively with the client and stakeholders, developing a holistic resurfacing plan on time and within budget.
Without improving the assets, these roads would continue to deteriorate and become a liability for Lambeth Council. Therefore, our resurfacing designs cut the costs of maintenance and inspections, increasing investment in the highway network and overall improving the condition and the quality of the streets or residents and businesses.
