Project Centre reviewed Richmond’s Parking Strategy to refine their approach to the introduction of existing Controlled Parking Zones.
We investigated their existing processes and policies and, in consultation with their team, advised on issues such as:
- The justification for amendments to, or introduction of new, CPZ schemes.
- The approach to assessing, and authorisation requirements for, exceptions to stated justification criteria.
We also reviewed an existing suite of policy documents to produce a single document that refined the Council’s policy regarding:
- Criteria for introducing disabled persons parking spaces.
- Policy for the introduction of double and single yellow lines
- the introduction of loading restrictions for safety or traffic management reasons.
- Introduction of electric vehicle bays.
- Provision of car club bays.
- Dealing with the parking impacts of new developments.
Project Centre collated existing information into a single document with references to website links or other documents as appropriate. This exercise effectively formalised the Council’s policy but set it out in legible terms to provide a consistent and Member approved policy document that could be ratified by Council, and subsequently used to deal with challenges.
The impact of our parking strategy
Our team liaised extensively with the Council’s Parking Manager to understand custom and practice, and then developed ideas for introduction of a formal appeal process to indicate how the Council will deal with exceptions (for example the need for a formal Cabinet Member Decision if a decision goes against policy, with clearly documented reasons).
We reviewed existing policies and procedures and determined their fitness for purpose. We then compiled all policies into a single document, determining a draft contents list and agreeing this with the client group at an early stage in the process.
Our deliverable was a revised parking strategy document where ‘everything is in one place’. The document we produced has now been adopted and is regular use by the Authority. It was delivered on time and to the agreed budget.
