The Lower Lea Crossing Active Travel Scheme was delivered through a collaborative framework led by Transport for London (TfL), with the London Borough of Newham (LBN). Newham initially acted as Technical Approval Authority, later transitioning this role to TfL during construction.
The scheme aimed to improve safety and accessibility for pedestrians and cyclists by reducing speed limits, widening footways and cycleways, improving visibility, and simplifying crossing points. It also supported the integration of the Silvertown Tunnel with the A13 corridor and enhanced local connectivity.
Project Centre was appointed as lead design consultancy and Principal Designer under CDM 2015, coordinating design delivery, risk management, and stakeholder input. The delivery team included contractors, utility companies, and survey specialists.
Process
The project followed a two-phase process:
- Design Phase: TfL acted as end client to Newham, who commissioned Project Centre and the ECI contractor, Kenson Highways.
- Construction Phase: Asset ownership transferred to TfL, who became the client to Project Centre and contractor TKJV.
The team structured the design around 50%, 90%, and 100% submission stages, supporting each with stakeholder workshops and regular progress updates. They addressed challenges, such as utility coordination, working on a live traffic site, and bridge parapet modifications, through early engagement, technical audits, and digital tools like clash detection and swept path analysis.

The scheme delivered safer, more accessible infrastructure, reduced speeds, and improved visibility. Key benefits included:

As the first project delivered under this TfL framework for Project Centre, it sets a strong precedent for future collaborative active travel schemes across East London.
