Overview
Historically, civil parking enforcement had been devolved to the boroughs and districts within the county through agency agreements. NSL first helped Surrey County Council explore the value of a countywide service – aimed at improving the efficiency and financial position of the authority. With the recent granting of powers from the DfT to enforce moving traffic contraventions in the county – this presented a fantastic opportunity to bring together all transportation (parking and traffic) enforcement under one service, delivering best value for Surrey.
We undertook a detailed evaluation that lead to the Council opting to take back control of parking for the county. We identified the following issues:
• Consistency of service across the county
• Inefficient cost of service
• Network management, road safety and journey times not prioritised
• Unbalanced rural and urban enforcement
Our solution
• TUPE transfer of existing and recruitment of over one hundred new staff members
• Implemented new deployment strategy and technology across Surrey, maximising compliance
• An all electric fleet of vehicles improving environmental impact
• Installed some of the UKs first moving traffic enforcement sites outside of London
• Centralised all back office support to our Customer Contact Centre, maximising efficiency
• A true end-to-end service including all technology to enable greater customer experience
• A partner, delivering real social value outcomes for the county
