NSL has been at the forefront of transforming Birmingham’s parking management services since 2008. With a commitment to delivering high-quality services at a lower cost, NSL successfully outbid the previous supplier during the OJEU tender process in 2008. Over the years, we’ve expanded our service to meet the evolving needs of the city, including the implementation of the Clean Air Zone and support for major events like the Commonwealth Games.
Challenges and solutions
The initial challenge for Birmingham City Council was to enhance the quality of parking enforcement services while reducing costs.
NSL addressed this by submitting a competitive tender that promised superior service delivery at a lower price point. This approach led to the awarding of the contract to NSL, marking the beginning of a long-term partnership.

Service delivery highlights
- Enforcement coverage: Over 125 civil enforcement officers across 40 wards. 2,722 on-street and 4,974 off-street parking spaces across 40 car parks.
- Customer service: Over 14,000 customer requests responded to in the last year.
- Parking management: Suspensions, permits, dispensations and abandoned vehicles efficiently managed.
- Bus lane enforcement: Monitoring via 38 fixed CCTV cameras. Clean air zone setup and monitoring: Logistics for setup and oversight of 67 cameras.
- School safety: Mobile enforcement vehicle deployment.
- Special events: Support for the Birmingham Marathon, Remembrance Day and Aston Villa match days.
- Collaborative operations: Joint efforts with the Police and other council services
