Automating the management and enforcement of Clean Air and Low Emission Zones
Videalert’s digital platform solution provides cost effective management and enforcement of Clean Air and Low Emission Zones to reduce pollution from toxic gases, including nitrogen dioxide which is estimated to cause the premature deaths of 40,000-50,000 people each year.
Real-time identification of vehicles is provided including make, model, colour, gross weight, engine type, Euro rating and CO² emission band. This enables the system to automatically determine whether an offence has been committed and/or whether the correct tariff has been paid for entry into the restricted zone. To minimise bandwidth requirements, these checks are carried out prior to evidence files being sent to the back office system for issuing PCNs.
The Videalert system also captures real-time intelligence to determine the extent of contraventions in any target location.
Key Features:
- Supports analogue or digital megapixel cameras
- Single redeployable server (RDS) unit supports up to 5 separate enforcement locations
- Redeployable as locations achieve compliance
- Communications through fibre, fixed or Wi-Fi LAN, 3G/4G WAN data links
- Integration with all PCN processing systems, including Marston’s innovative new notice processing system – MNPS, Imperial, Conduent, Civica, Chipside and WSP

Maximising the impact of enforcement cameras and air quality initiatives
There is a clear link between traffic congestion and air pollution. We provide innovative air quality monitoring solutions that enable councils to take a more holistic approach to maximising the impact of enforcement cameras and air quality initiatives such clean air and low emission zones.
With integrated gas (CO² and NO²) and particulate matter (PM1.0, PM2.5, PM4, PM10 and PM100) sensors, real-time data is generated which shows the levels of air pollution in key locations. This data can also be ‘visualised’ to show the levels of gas and particulate matter at different times throughout the day and night.
The sensors use the latest optical-based technologies and advanced fusion algorithms to sense and count airborne particles from 1-1800µgm³. To ensure reliable operation, they are based on light scattering and are fully glass sealed, protecting the internal mechanism from detrimental atmospheric effects.
By combining enforcement cameras with air quality monitoring sensors, councils can for the first time cross correlate the impact of increased driver compliance with improvements in air quality. Sensor data can also be blended with enforcement data from installed CCTV cameras to strengthen and validate the business case for the adoption of moving traffic restrictions including clean air or low emission zones.
Key features:
- Low-cost devices for high density / hyperlocal deployment
- Rapid deployment with low total cost of ownership
- Fully integrated air particulate, gas and meteorological sensing
- Scalable end-to-end solution
- Unique connectivity through wireless, self-healing, self-organising mesh network
- Highly intuitive web-based dashboard interface for data visualisation
