Monitoring, Research, Development and Procedures for Construction Logistics Plans
The London Borough of Waltham Forest (LBWF) commissioned us to produce guidance and processes to actively monitor Construction Logistics Plans (CLP). This included researching good practices in CLP monitoring within other local authorities. And how the Council should respond to the cumulative impact development sites have on the Highway Network in key areas.Â
In phase one, we produced a guidance and research report and a CLP monitoring tracker. We were subsequently commissioned to undertake further work to carry out a series of site visits at various development schemes in the borough to assess CLP compliance.
Successful outcomes of phase one:
- Production of a Construction Logistics Plans Monitoring Guidance Repor. This includes process maps to actively monitor CLPs and enforcement measures for the council to apply where schemes are consistently failing to adhere to their CLPs.
- Production of a CLP monitoring tracker to help the Council track progress with schemes’ CLP compliance.
- Completion of three initial pilot site visits to review and check scheme’s compliance with their detailed CLPs.
Key targets for phase two:Â
- Over 70 site visits to construction schemes in the borough to check sites’ CLP compliance.
- CLP compliance review meetings with contractors and their clients.
- Post meeting report production with any follow-up actions the scheme needs to become fully compliant with their CLP.
Where a scheme continues to be non-compliant, LBWF will review implementing possible enforcement measures to ensure the scheme complies with their Construction Logistics Plans.
Stakeholder engagement
The project has involved close liaison and coordination with the LBWF Highways Development Control Team. Throughout the first phase and this continues during the second phase of works. The site visits also involve ongoing relationship building and management with the schemes’ main works contractors and their clients.
This project draws upon good practices deployed from other London Boroughs and with a tailored approach to meet the specific CLP monitoring needs of LBWF.
