Background
The City of Edinburgh Council commissioned Project Centre to produce a fee proposal and a detailed design to refurbish and upgrade the existing car parks located in the Pentland Hills regional park. The Council registered a significant increase in visitors, exceeding car park capacity. Its refurbishment was proposed to alleviate displacement parking at these locations as well as visitor dissatisfaction.
Process
Project Centre submitted detailed design plans (RIBA stage four) for the car park refurbishment, including:
- Increased capacity for car parks
- Formalised bays
- Electric vehicle charging points
- Active travel enhancements
- Accessibility improvements
- New proposed carriageway levels, drainage systems, signage and white lining
- Construction details
- Site clearance
Added value
Project Centre provided the client with accurate Bills of Quantities during the detailed design stage and pre-construction stage. To ensure minimal disruption, we also provided site support, including accurate site logs to track progress and note any issues affecting completion dates, costs and contract specifications.
Outcome
We encountered a few challenges throughout the programme, including several manholes found during a site investigation in one of the car parks. This resulted in changes to the design layout, finding solutions to not lose too many parking spaces and eventually impact the cost of the project. Our regular site visits and regular communication between all parties allowed us to discover the issue and make changes. We delivered the scheme on time and within budget, also achieving an optimal result in performance indicators and client satisfaction.
